GROVELAND:  In a major win for regional planning and land conservation, the Lake County Board of County Commissioners approved a Joint Planning Agreement (JPA) with the City of Groveland during its public meeting in Tavares on May 20, 2025. The agreement marks a significant milestone in implementing Groveland’s Strategic Plan, with the shared vision of preserving at least 50% of land within the JPA area for conservation and agricultural uses.

“This is more than a planning document — it’s a blueprint for a better future,” Groveland Mayor Keith Keogh said. “By working with Lake County, we are ensuring that future generations will enjoy both the beauty and the opportunity this land provides. It’s a proud moment for Groveland and a strong step forward in realizing our Strategic Plan.”

The City of Groveland-led initiative in partnership with Lake County is a long-term, sustainable approach to growth and natural resource stewardship. The agreement lays the groundwork for collaborative planning, while safeguarding key environmental assets and landscapes.

“We’re setting the example for how counties and cities can come together to plan responsibly,” Lake County Commissioner Sean Parks said. “This a big win for conservation and agriculture. This agreement reflects the kind of smart, collaborative planning we need to preserve Lake County’s natural heritage and the quality of life our residents value.”

Key elements of the agreement include a commitment to draft and adopt a Road Transfer Agreement within six months, coordination on the transfer of development rights, and long-term preservation plans for critical areas such as Wilson Island and the Palatlakaha River corridor.

“This JPA is a testament to what can be accomplished through shared purpose and persistence,” Groveland Community Development Director Timothy Maslow said. “The outcome is a visionary framework that balances growth with the preservation of natural resources that make Groveland special.”

The City of Groveland and Lake County will continue close coordination in the coming months to operationalize the agreement’s next phases.
