A Central Florida native, Commissioner Parks has dedicated his career to public service, community engagement, and sustainable growth. In addition to serving as Lake County District 2 Commissioner, Parks is a small business owner and certified urban and regional planner. He earned degrees from the Florida Institute of Technology and a graduate certificate from the University of Florida.

Known for his strong community involvement, Parks works closely with local organizations, supports youth initiatives, and hosts monthly “Coffee and Conversations” gatherings to stay connected with residents. He remains passionate about economic development, conservation, and enhancing quality of life while championing initiatives that strengthen Lake County’s future and preserve its natural resources.

Barker, who serves as Lake County Manager, oversees the professional management and operations of more than 1,000 employees and an annual budget of approximately $1 billion. She was unanimously appointed by the Board of County Commissioners in February 2022 after serving as Interim County Manager beginning in August 2021.

Since joining Lake County in 2013, Barker has brought extensive experience in public administration, budgeting, and organizational leadership. Throughout her tenure, she has held several key leadership positions, including Budget Director, Executive Director of Administrative Services, and Deputy County Manager.

The Lake County 2050 Comprehensive Plan Update will serve as the County’s guiding vision for policy and decision-making over the next 10 to 25 years. The plan aims to address growth management while protecting Lake County’s environmental assets — including areas of critical State importance — and expanding opportunities for diverse housing options.

County leaders emphasized that the 2050 Update is the next step in evaluating and preserving the County’s valuable resources while ensuring Lake County remains a thriving and sustainable community for future generations.

The ultimate goal of the plan is to create a healthy, sustainable, and diverse community that balances responsible growth with environmental stewardship and an enhanced quality of life for all residents.

Groveland Mayor Keith Keogh warmly welcomed members of the South Lake Chamber of Commerce to a recent breakfast hosted in Groveland, where the city served as the event’s main sponsor.

Mayor Keogh is known for wearing more than one hat. In addition to his role as mayor, he is also recognized as “Chef” Keith Keogh—a retired chef and owner of Olive Isle Family Farm. Elected in November 2024, Keogh brings a diverse and accomplished professional background to his leadership role.

A Florida native, Mayor Keogh spent 25 years with The Walt Disney Company, where he played a role in opening EPCOT Center and contributed to its continued development. He later transitioned into Disney’s Business Strategies and Research & Development division. Following his tenure with Disney, Keogh moved to San Francisco to lead COOK, a publicly traded company specializing in accredited post-culinary schools, as well as print, video training, and television media divisions.

He eventually returned to Central Florida to serve as Senior Vice President of Culinary & Beverage Excellence for Darden Restaurants, overseeing Research and Development for the Red Lobster division.

Today, Mayor Keogh resides on his farm in Groveland with his wife, Vicki. The couple lives near their two daughters and five grandchildren, remaining deeply rooted in the community he now serves.

Representing the City of Groveland as the Chamber’s main event sponsor, Mayor Keogh shared insights into the city’s strategic plan—a unifying blueprint designed to guide long-term sustainability across programs, services, operations, infrastructure, and governance. Adopted on June 21, 2022, the plan ensures alignment between mission-critical priorities and the city’s budget, enhancing both efficiency and effectiveness.

Proudly referring to Groveland as a “City with Natural Charm,” Keogh highlighted key focus areas shaping the city’s future, including infrastructure, schools, public safety, conservation, financial responsibility, and managed growth.

Among the most notable developments discussed was Brighthill, an upcoming community project that reflects Groveland’s vision for thoughtful expansion. Originally planned for 5,500 homes, the development has been scaled back to fewer than 3,000 residences to emphasize walkability and open space. Plans include four miles of trails, more than 500 acres of parks and preserved land, and a school site connected by sidewalks and pathways.

In a significant announcement, Keogh shared that the Brighthill development will fund 100 percent of the cost to modernize the Turnpike interchange at U.S. Highway 27—an investment valued between $50 million and $75 million.

Looking ahead, the mayor also outlined several upcoming projects, including the realignment of State Road 50 through Groveland, scheduled to begin this summer and continue through 2029. Additionally, the long-anticipated South Lake Regional Park is expected to open in the near future, further enhancing recreational opportunities for residents.

The Ann Dupee Gem of the Hills Award was proudly presented to Chamber Ambassador Kathleen Holt of Mary Kay.

A true Central Florida original, Kathleen often laughs that she could water ski before she could walk and learned to scuba dive before she could drive. Growing up as the only girl among five brothers helped her develop resilience, confidence, and just the right amount of competitive spirit — traits that would serve her well throughout her life.

While earning her Bachelor’s Degree from Nova Southeastern University, Kathleen worked full-time at Walt Disney World, launching what would become an incredible 45-year career. And what a career it was! She served as a VIP Tour Guide, made history as the first female skipper on the Jungle Cruise, joined the opening crew of Disneyland Paris, and later stepped into leadership roles as Integration Manager and Safety and Training Manager for Distribution Services. While her Disney résumé sparkles, it’s her heart for service that truly defines her legacy.

More than 25 years ago, Kathleen founded a ministry dedicated to making and distributing rosaries around the world. To date, more than 100,000 rosaries have been lovingly created and shared — a remarkable testament to faith in action. The same group oversees the Angel Tree at Blessed Sacrament, bringing Christmas joy to families and individuals throughout Lake County each year.

Her faith journey continued to deepen five years ago when she began the path to become a Lay Carmelite, strengthening her spiritual commitment and lifelong dedication to serving others.

And when it comes to Christmas spirit, Kathleen doesn’t just deck the halls — she transforms them. For the past four years, she has personally brought Christmas magic to the residents of Colonial Lakes Nursing Home in Oakland. She has provided new gift sacks for every resident, replaced worn games, supplied lunch, and filled the halls with joyful carols. This past year, thanks to generous donors, she expanded the celebration even further by providing a new 55-inch television, repairing the outdoor screened room, replacing a broken popcorn machine with a full movie-style experience, and even arranging a special visit from Mrs. Claus herself.

Behind the scenes, Kathleen is often the first to step forward when Chamber staff need a helping hand. She doesn’t seek recognition. She doesn’t look for applause. She simply sees a need — and answers it.

Her life radiates generosity, faith, leadership, and an unwavering love for her community. Kathleen Holt truly embodies the spirit of the Ann Dupee Gem of the Hills Award: serving quietly, giving wholeheartedly, and leaving a little extra sparkle everywhere she goes.

Adam Townsend of Montverde Academy exemplifies all these qualities and more and has been named the recipient of the $1,000 Ray Goodgame Outstanding Student Leader Award, sponsored and presented by Juliana Green of J. Green & Company.

With an impressive 4.43 GPA, Adam has earned recognition as a Distinguished Scholar and AP Scholar with Distinction. He currently serves as President of the Jewish Student Union and President of the Arts and Athletics Leadership Committee, where he inspires his peers to engage, collaborate, and lead with integrity.

Adam’s leadership extends beyond academics. He is an Eagle Ambassador, a four-time varsity tennis captain, and the recipient of multiple awards, including the Clutch Award, Director’s Award, Most Improved Award, Heart of a Champion Award, and the Legacy Award. His dedication to excellence both in the classroom and on the court highlights his well-rounded character.

Beyond school, Adam’s compassion shines through his volunteer work at Arnold Palmer Hospital, where he supported the Acute Pediatrics staff, providing comfort and care to patients and their families. His passion for helping others continues to shape his future goals — he plans to attend medical school to become a sports medicine physician or orthopedic surgeon, combining his love for athletics with his desire to make a difference in people’s lives.

The October Chamber Breakfast marked a remarkable milestone in the organization’s history and a new chapter of growth and collaboration for the South Lake business community. Confetti showered down on Chamber Ambassadors, Board Members, and staff as David Colby, President and CEO of the South Lake Chamber of Commerce (SLCC), proudly announced the Chamber’s 1,000th business member: Hills City Center.

For the past several years, the Chamber has been on a steady path of expansion, with a goal of reaching 1,000 members by the end of 2025. That goal was reached months ahead of schedule, a testament to the region’s thriving economy and the Chamber’s growing reputation as a hub for business connection, advocacy, and community engagement.

“The Chamber has grown from an organization of 600 local businesses to over 1,000 in the last ten years,” said Colby. “This growth reflects a spirit of community collaboration that encourages businesses, residents, and local governments to support one another.”

Under Colby’s leadership, the Chamber has continued to expand its programs, events, and resources designed to strengthen local business and foster community partnerships.

“South Lake County is a special place that fosters partnerships and economic prosperity,” Colby added. “A larger Chamber means a larger network and a greater number of programs and services — this benefits everyone who calls South Lake home.”

The celebration not only recognized the Chamber’s growth but also highlighted the collective effort of its members, ambassadors, board, and staff who contribute to its ongoing success.

As the Chamber looks toward the future, it remains dedicated to supporting local businesses, encouraging entrepreneurship, and strengthening the bonds that make South Lake County a vibrant place to live, work, and thrive.

That’s a wonderful milestone — congratulations to the Chamber
