Groveland is experiencing a period of transformational growth, marked by significant

improvements in public safety, transportation infrastructure, utilities, and recreation. Mayor Keith Keogh said the momentum reflects “a city on the rise, planning proactively for the future while remaining committed to residents today.”
New Fire Station Expands Emergency Coverage – A major step in public safety came with the groundbreaking of Fire Station #3 on South O’Brien Road—strategically located where the community is expanding most rapidly. “As Groveland grows, we are ensuring that essential services grow with it,” Mayor Keogh said. “This new station will mean faster response times and stronger protection for our families and businesses.”
Fire Department Earns Top-Tier National Ranking – Groveland’s Fire Department recently achieved an ISO Class 2/2X rating, placing it among the top six percent of departments nationwide. CONGRATULATIONS TO THE GROVELAND FIRE DEPARTMENT!
“This is a major accomplishment,” the Mayor said. “Not only does it recognize the incredible dedication of our firefighters, it may also reduce insurance premiums for residents and business owners in Groveland.”
The City also added its first tower truck, improving capabilities for high-angle rescues and large-structure fire response. “This new equipment makes our city safer,” Mayor Keogh said. “It gives our first responders the tools they need to protect lives and property.”
Transportation Improvements Underway – Working closely with the Florida Department of Transportation (FDOT), Groveland secured numerous traffic signal upgrades intended to improve traffic flow and safety. “These improvements will reduce congestion, improve safety, and support the flow of both residential and commercial traffic,” the Mayor said. Resurfacing of SR 19 is complete, and FDOT has also advanced a study into its potential widening—an important step for long-term traffic relief.
Separately, the SR 50 Realignment Project is scheduled to begin construction next summer. The improvement will redirect truck traffic away from downtown and enable a safer, more walkable historic core. The plan also includes construction of 3.5 miles of the Coast-to-Coast Trail. “Reducing truck traffic downtown will make Groveland’s heart safer, more vibrant, and more welcoming,” Mayor Keogh said.
Utility Investment at Zero Cost to Taxpayers – The City finalized $45 million in DEP grant agreements to fully fund a new water treatment plant at US 27 & Villa City Road and begin work on a new wastewater treatment facility nearby—at no additional cost to local taxpayers. Additionally, more than $2 million in legislative funding was secured to modernize the Sampey Road wastewater treatment plant, bringing total state-supported improvements there to over $13 million. “We are laying the groundwork for sustainable growth while being fiscally responsible,” said Mayor Keogh. “These projects will benefit Groveland for generations.”
Sports & Recreation: A Park for All – The upcoming South Lake Regional Park continues to make construction progress. The park will feature multiple sports fields, including Groveland’s first cricket field. The park is on track to open in March 2026. “This will be a gathering place for families, athletes, and the entire community,” the Mayor said.
Planning for Growth – To ensure that expansion costs don’t fall solely on residents, the City Council approved a measure to double developer impact fees, ensuring that builders pay a proportionate share of growth-related expenses. Additionally, the Council authorized flexibility to increase the millage rate up to 5.7 mills if needed in the future.
“We are being responsible stewards of Groveland’s future,” Mayor Keogh said. “Growth is happening—and we are managing it thoughtfully, strategically, and in the best interest of our residents.”
A Community Aware of Economic Challenges – Mayor Keogh also acknowledged the recent announcement of the Kroger facility closure, which will result in approximately 1,200 local jobs lost. “This is deeply difficult news for many families in our region,” the Mayor said. “We are committed to supporting affected workers through partnerships, workforce programs, and by continuing to attract new opportunities to our community. Groveland will stand with our residents during this transition.”
