The Ann Dupee Gem of the Hills Award is presented to an individual whose dedication and service embody the very spirit of the South Lake community. Reserved for someone truly exceptional, the honor recognizes a lifetime of quiet leadership, meaningful impact, and unwavering commitment to others.

Some individuals shape a community long before their influence is fully recognized. Their work is woven into lives, relationships, and opportunities—building something lasting, one step at a time. This year’s honoree is one of those individuals.

Paula Whetro, who recently retired as Executive Director of Building Blocks Ministries, has called Clermont home since 1999. For more than two decades, she has devoted her life and career to strengthening individuals, families, and the broader community through leadership and service.

Whetro is a graduate of Vision Christian Bible College and Seminary, where she earned a Bachelor of Arts in Biblical Studies, as well as a Master’s degree and Ph.D. in Clinical Christian Counseling. Her professional credentials include Certified Behavioral Consultant, Ordained Pastor, and published author.

Her commitment to excellence in nonprofit leadership is further demonstrated through her completion of the University of Central Florida’s Center for Public and Nonprofit Management Strengthening Communities Program and the Rollins College Philanthropy & Nonprofit Leadership Center’s Leadership Practice Course. She is also a proud member of the 2015 Leadership Lake class, the Lake Sumter Society for Human Resource Management, and the Kiwanis Club of Clermont.

In recognition of her enduring service and impact, Paula Whetro was named the Ann Dupee Gem of the Hills Award recipient. The award was presented by Jamie Lowe, 2025 Board Chair, honoring a woman whose legacy of compassion, leadership, and dedication continues to shine throughout South Lake.
